Angela Lopez is approached by her brother Damian Lopez, who asks her to look for a kid gone missing from his local shelter. She and Nyla Harper take the case, and learns that the kid, Matteo, was involved with the gang Quinlan Rights. They meet with John Nolan and Celina Juarez and search an abandoned building were Matteo's phone last pinged. In a walk, they discover his body packed liked a cocoon along with other bodies. Harper and Lopez question Moses Warden, Quinlan's rival who denies any wrongdoing. Just then, Quinlan's men arrive and shoot up the workshop. Facing contradicting information, Lopez and Harper has Damian bring in the gang's informant Ricky, who reveals that Elijah Stone told him to inform the police about a drug bust. With this in mind, they conclude that Stone orchestrated a gang war in order to clear his name.
Meanwhile, Lucy Chen is tasked with hosting the Citizen Academy at the station. She suspects one of the attendees, Kyra Cook, is facing domestic abuse after she raises a question about it. She convinces her to go to a shelter, but she leaves it after an incident with staff. Kyra calls her again when she again faces abuse from her boyfriend Oliver. Chen arrives at their house and fights Oliver and arrests him before Kyra holds her at gunpoint. Chen manages to talk her down before arresting her as well. Tim Bradford also acts as a baseball coach for his sister's son, and gets help from Chen.
