The Rookie Wiki

Commander Percy West is a recurring character on The Rookie. He is the father of the late Jackson West and Marshall West. He is also the Commanding Officer of the Internal Affairs Division in the Los Angeles Police Department. He is played by Michael Beach.

Biography[]

Season One[]

He was first mentioned in the episode "Pilot". It is revealed that his son Jackson had broken all of his old records at the Police Academy. Jackson also tells Bradford in the locker room that his father is Commander Percy West of Internal Affairs. This led to Bradford being wary of teasing him.

In his first appearance in "Time of Death", he questions Officer Nolan about the shooting and killing of Alex Montgomery. He is also shown to have a good relationship with his son Jackson where it is first revealed that his wife and Jackson are not on good terms with one another.

He returns in "Standoff" to investigate Nolan being attacked in his home by Kyle Montgomery. He suspects that Nolan is not being truthful with him about what really happened and gives him until the end of the day to revise his statement, before eventually reinstating Nolan to active duty after the investigation is completed. He also goes with Nolan, along with the SWAT team, to assist the team in the arrests of Marcus Vance and his men.

In the episode "Manhunt", Jackson and Lopez catch escaped convict Oscar Hutchinson after he escapes from the prison bus crash. Hutchinson tells Jackson that Percy was a dirty cop and had supposedly planted a murder weapon on him when there was no evidence of Hutchinson committing a murder, even though Hutchinson had committed the crime. As a result, Jackson chooses to believe Hutchinson.

Jackson confronts Percy about this in "Homefront", where it is apparent that their father-son relationship is deteriorating. Percy also tells Sergeant Grey that he would have paired Jackson with Bradford, and that he did not approve of Grey pairing up Jackson with Lopez. Grey reminds him that they had agreed that Jackson would not receive special favors in the department, and Percy apologizes to Grey.

He returns in "Free Fall", where he disciplines Elena Ruiz for trying to convince Bishop to be a rat for internal affairs. At the end of the episode, he tells Jackson he is proud of him for helping Lopez subdue terrorist Brendan Mitchell after Mitchell threatens to expose everyone on the bus to the deadly toxin. The two share an embrace and make up for their heated exchange at the end of "Homefront".

Season 3[]

In "Consequences, Percy reappears in his capacity as Commander of Internal Affairs, pursuing a case involving Detective Armstrong, Detective Harper, and Officer Nolan. He was livid by their unprofessional behavior of not notifying IA of the corruption, as it is his job to investigate while ranting that cops see IA as the enemy when they are all cops. Nevertheless, he refuses to send Nolan undercover to source out Ruben Derian, being backed up by DA Wesley Evers on this reckless move.

During "Bad Blood", Percy attempts to get Jackson to transfer to IA, as a way of protection and potential boosting of his career. This led to him to butt heads with Grey and Jackson getting caught in the middle of this conflict. Much later, he responded to a call of an officer from Mid-Wilshire getting hurt and was told to rush to the hospital but the person was actually Grey who threw his back in a chase. Percy was relieved but did tell Grey he should consider transferring to a desk job like him at his age. Percy also believed it was Grey who arranged the meeting but Jackson revealed he set the meeting, as a way of clearing the air with them on his career path. Both Percy and Grey agree that it is his choice, though Percy makes it clear that he will be notified first because they are family, something Grey agrees with.

Season 6[]

In "Secrets and Lies", Percy reappears in his capacity as Commander of Internal Affairs, interviewing Bradford for crimes he supposedly committed during his time as squad leader while he was in the army. This is also the first time Percy has been seen in the show, since before the death of his son, Officer Jackson West in season 3's finale "Threshold".

Quotes[]

From "Consequences":

  • Harper: But at the time, I did not think that it was in the department's best interest to disparage a fellow officer without additional evidence.
  • West: That is not your damn job! What does the placard say on my desk?!
  • Harper: Commander. Internal Affairs.
  • West: This office is the only investigative unit required by the California Constitution. Do you know why? Because police officers are infused with the power of the state, the power to take a life in pursuit of justice, power that is all too easily abused. And yet at every turn, cops like you look at us like the enemy, the rat squad! How the hell do you expect me to root out problem cops when I'm sabotaged at every turn?!
  • Harper: [silence]
  • West: We are going to tear your life apart, Detective. And if we find as much as a typo in the statement you're about to write, you won't be a cop anymore.

From "Bad Blood"

  • West: Well, you called me down here.
  • Grey: No, I didn't.
  • Jackson: I did. Uh, look, I really appreciate you both for, um, having such an interest in my future. And I know I wouldn't have these career options if you hadn't opened the door. Look, I-I have to find my own path. And it's way too soon to know what that is. I just hope that you both are okay with me coming to you for advice as I figure things out.
  • Grey:Of course.
  • West:Yeah. But you better come to me first. I am your father.
  • Grey:He's right. But he is a little close to the situation, so you better check in with me after for a more balanced opinion.
  • Jackson:Yes, sirs.
