Joel Chambers was a guest character on The Rookie, played by Don McManus. He was a police officer for the Los Angeles Police Department, one of the first people on the scene at the disappearance of Blanca Juarez, sister of current LAPD Officer Celina Juarez.
Biography[]
Joel Chambers was a police officer for the LAPD and also a serial killer. After his divorce, he lost custody of his daughter when she was 6 and began to find drug addicts and take their children away on his daughter's birthday. He thought by doing this he was saving them by putting them out of their misery. He is responsible for the kidnapping and murder of Blanca Juarez.
After the kidnapping of Blanca Juarez, he became quite close with the Juarezes. He visited Blanca every day while she was in the hospital. Celina says that he is the reason that Celina decided to join the LAPD.
He was shot and killed in "A Hole In The World" after pointing a handgun at Tim Bradford.
Motive[]
He believed that the system was forgiving of the parents while he was a police officer responding to drug users' homes, and that CPS was overworked and, in the majority of cases, favoured the parents by allowing the children to remain with them or not be taken away at all. He chose to take matters into his own hands and put an end to the children's suffering because the only thing he could do illegally was to submit a report. The kids just wanted to go home, but he felt that he could be a better father to them.
When Karla Juarez was high on drugs and passed out in her car, he picked her up rather than arresting her, took her home, and then left after a short wait. He would keep a careful eye on the Juarez family. On his daughter's birthday, Blanca and Celina were left alone in the front yard when Karla told the kids to play outside because she had a headache. However, Karla had snuck out to get drugs. Over the years, he would maintain this pattern without fail.
